Highland Drive Pathway Construction

Purpose

The Village prioritizes pedestrian access for its residents and visitors. Historically, Elm Grove has constructed recreational asphalt pathways in locations outside of the downtown area as opposed to traditional curb and gutter sidewalks. 

In 2023, the Village began developing a plan to construct a pedestrian pathway along the west side of Highland Drive from North Avenue to Gebhardt Road. This project was completed in 2024. In 2025, the Board of Trustees committed to finishing the Highland Drive pathway, extending from Gebhardt Road to Watertown Plank Road. Design began shortly thereafter and will be completed, along with bidding out and construction, in 2026.
