Highland Drive Pathway Construction
Purpose
The Village prioritizes pedestrian access for its residents and visitors. Historically, Elm Grove has constructed recreational asphalt pathways in locations outside of the downtown area as opposed to traditional curb and gutter sidewalks.
In 2023, the Village began developing a plan to construct a pedestrian pathway along the west side of Highland Drive from North Avenue to Gebhardt Road. This project was completed in 2024. In 2025, the Board of Trustees committed to finishing the Highland Drive pathway, extending from Gebhardt Road to Watertown Plank Road. Design began shortly thereafter and will be completed, along with bidding out and construction, in 2026.

May 30, 2024 - The first phase of the pathway is nearing completion
The Contractor will be fine grading the pathway on Friday, May 31 and possibly Saturday, June 1 and paving a large amount of the pathway on Tuesday, June 4. An area near Jolenta and near North Avenue will not be paved at this time while we await additional work to be completed.
The large culvert crossing on Highland Drive, just south of Jolenta will be replaced starting June 7. Beginning on June 7, a full roadway closure of Highland Drive will be initiated between Gebhardt and North Avenue to accommodate this work. Access will be maintained for local traffic to get to their residences and to access WRC, however, a hard closure will be in place between Jolenta and Club Drive. This means absolutely no traffic will be able to get through this area as the roadway will be completely dug open to replace the culvert. This culvert work will be completed by June 28. Detour signage will be installed to direct traffic around the work zone via North Avenue, Pilgrim Parkway, and Gebhardt Road. Village Staff will be mailing out additional information regarding this work and closure this week.
Once the culvert work is completed, the pathway Contractor will return to complete the remaining portions of the path over the new culvert and by North Avenue. The railroad crossing of the pathway will still not be installed at this time. Approvals are moving forward with the railroad for the pathway crossing, however a final approval date has not yet been determined.
May 21, 2024 - Temporary Closure of Highland Drive (Access to Western Racquet Club from North Avenue Maintained)
There will be a short-term road closure during working hours of Wednesday, May 22 and Thursday, May 23 for the section of Highland Drive from Gebhardt Road to just south of Club Drive. Access to Western Racquet Club will be maintained from North Avenue. Contractors will work with the residents that live within the closed section of Highland Drive to get them in and out as needed. Emergency services and school buses will be guided through the work zone.
May 1, 2024 - Highland Drive North Pedestrian Pathway Construction to Begin the Week of May 6th
Traffic control has been placed on Highland Drive with construction of the Highland Drive North Pathway scheduled to start the week of May 6th. Access will be maintained at all times for garbage collection, mail delivery, emergency vehicles, and resident access. There will be signs posted at both ends of Highland Drive indicating that the roadway is closed to thru-traffic to assist with detouring pass-through traffic around the project site. The roadway will remain open to local traffic, including traffic to Western Racquet Club; however, please keep in mind that periodic lane closures may occur depending on the work occurring.
April 30th, 2024 - Preconstruction Meeting

A preconstruction meeting was held at Village Hall with all involved parties for the Highland Drive North Pedestrian Pathway project. Contractors shared a preliminary construction schedule with an anticipated start date the week of May 6th, 2024.
Construction notification letters will be hand delivered by members of the Village Engineer's Office to property owners adjacent to the project area. These letters include information about the project, traffic control throughout construction, construction hours, etc. and also includes contact information for the Village's Engineer and Public Works Director.
March 26th, 2024 - Board of Trustees - 7:00 P.M. Park View Room
The Board of Trustees reviewed and took action on the recommendation for approval of the Highland Drive North Pedestrian Pathway Project construction bid. The Board unanimously approved the bid submitted by C.W. Purpero.
March 18, 2024 - Special Public Works/Utilities Committee - 5:30 P.M. Park View Room
The Public Works/Utilities Committee met on March 18th to review the submitted bids for the Highland Drive Pedestrian Pathway. The low bid came in from C.W. Purpero, Inc. with a Base Bid total of $495,920. The total estimated project cost, inclusive of engineering and an 18% contingency is $784,270. The Public Works/Utilities Committee recommended approval of the bid submitted by C.W. Purpero unanimously to the Board of Trustees.

Sealed Bids will be received by the Village of Elm Grove at 13600 Juneau Boulevard, Elm Grove, WI 53122 no later than 10:00 a.m. local time on Thursday, March 14, 2024. Bids will be publicly opened and read aloud at the above time and place.
