Horizon Development Group is the owner and operator of Elm Grove Heights, a 75-unit, independent senior living apartment community restricted to individuals aged 62 years and older. The development proposal included a petition to re-zone 13040 W. Bluemound Road from B-3 Mid-Rise Office and Professional District to the Rm-2 Multiple-Family Residential District. A Planned Development Overlay (PDO) was approved as a component of the proposal.
