Plan of Operation

Before You Apply

Before signing a lease and opening a business in the Village of Elm Grove, it is important to confirm if the proposed use (i.e. type of business) is permitted within the property's zoning district. A list of zoning districts and permitted/conditional uses can be found in §335 Article III Zoning Districts.

Once zoning compliance is confirmed, a business must complete the Plan of Operation form and receive approval from the Plan Commission.

Plan of Operation Requirements

  • Submit the Plan of Operation Application (must have signature of property owner).
  • Pay the $50 Plan of Operation fee.
  • Photo ID verification.
  • Lease verification.
  • Attend Plan Commission meeting. Plan Commission meetings are held on the first Monday of each month at 6:00 p.m. To get placed on an agenda, submit the Plan of Operation form at least 3 weeks in advance of the meeting.
